PROOF OF AGE VIA THE MGRAĐANI APP: INSTRUCTIONS FOR CUSTOMERS

When purchasing alcoholic beverages and energy drinks online, the retailer is legally required to verify the buyer's age. The verification is performed using the official mGrađani mobile app and takes less than a minute.

Select the instruction that applies to you:

- A: you already have the mCitizens application activated

- B: you do not have the mCitizens application (installation and activation, then continue according to instruction A)

You need a smartphone (iPhone with iOS 16 or later, or Android 8 or later) and an e-Citizens credential (e.g., mToken, your bank's mobile token, or an e-ID card).

A) YOU ALREADY HAVE THE mGRAĐANI APPLICATION

A1. Purchasing on a desktop or laptop computer

1. Complete your order in the online store up to the age verification step. A QR code will appear on the computer screen.

2. On your mobile phone, open the regular Camera application (not the mCitizens application) and direct it to the QR code on the computer screen.

3. Tap the link or notification that appears on your mobile phone (e.g., "Open in mGrađani"). The mGrađani app will open.

4. If the app asks, log in with your PIN or biometrics (fingerprint or Face ID).

5. The name of the online store and the request details (e.g., "Age verification for the purchase of alcoholic beverages") will appear on the screen. Tap Authorize.

6. Return to your computer and continue with the purchase according to the instructions on the store page. If the store page opened on your mobile phone, you can close it.

Important: Scan the QR code from your computer using your mobile phone's camera, not the "Scan QR code" option within the mGrađani app. That option is intended solely for logging into the app and will not initiate the age verification process.

A2. Mobile purchase

1. Complete your order in the online store up to the age verification step.

2. Select the option to confirm via the mGrađani app. The app will open automatically.

3. If the application asks, log in with PIN or biometrics.

4. Check the store name and the requested permission, then tap Authorize.

5. Return to the browser and continue with the purchase.

If you are making the purchase on a tablet, follow the same steps as on a computer (A1) and scan the QR code with your mobile phone.

B) YOU DO NOT HAVE THE mCITIZEN APPLICATION

B1. Installation

- iPhone: open the App Store, search for "mGrađani", and tap Get.

- Android: Open Google Play, search for "mGrađani", and tap Install.

The app is free.

B2. Activation (first login)

1. Open the app and select NIAS login.

2. Log in using the credentials you use for the e-Citizens portal (e.g., mToken, a bank mobile token, or the e-ID card). The process is the same as logging into the e-Citizens portal.

Alternative: If you are already logged into e-Građani on your computer, generate a QR code for logging into the mobile app within the "My Profile" service, and select "Scan QR code" (or "Enter code manually") in the app.

3. When logging in for the first time, the application guides you through a few short steps:

- Registration number: write it down in a safe place. It is only needed if you need to deactivate the application one day through Customer Service.

- Accept the General Terms of Use and the Privacy Policy.

- Set a PIN for quick sign-in.

- Optionally, enable biometrics and push notifications (you can skip both steps).

4. The application has been activated. Proceed according to instruction A.

COMMON PROBLEMS

I scanned the QR code, but nothing is happening.

Most often, the mCitizens application is not installed (see B) or the QR code is scanned within the application instead of with the mobile phone camera. If your camera doesn't recognize QR codes, use Google Lens or any app to scan QR codes.

The application is displaying an error, or the request has timed out.

Each QR code is valid for a limited time (displayed in the app as "Valid until"). Request a new QR code in the web store and repeat the process.

I tapped "Decline".

In that case, the purchase cannot proceed. Repeat the process and tap Authorize.

The application reports that the security level is not high enough.

Log out and log in using a higher-security credential (e.g., mToken or e-ID card).

I do not have e-Citizens credentials.

The list of accepted credentials and instructions for issuing them can be found on the gov.hr portal. The fastest way is usually your bank's mobile token, if the bank offers it as a credential for e-Citizens.
